City Manager --- Steve Campbell
The City Manager is responsible for administering the policy and decisions made by the City Council and overseeing the day-to-day operations of City government.
Merkel is a Type A General Law City with a council-manager form of government, where the manager reports to the City Council and the council votes on the manager's recommendations.
The City Manager ensures that all City services are delivered in an efficient and cost-effective manner.

City Secretary --- Gwen Wetsel
The City Secretary is an officer of the City and is responsible for the preservation of city records, attending and accurately recording the minutes of all regular and special meetings. The City Secretary is the custodian of all official records of the City. The City Secretary’s office conducts municipal elections in accordance with local and state law.
