City Manager --- Kevin Hagan

Kevin Hagan was selected in 2009 by the City Council to be Merkel’s City Manager. 

Hagan is responsible for administering the policy and decisions made by the City Council and overseeing the day-to-day operations of City government. 

In 2005, Hagan became the Public Works Director for the City of Clyde, and in May of 2009 became the President of P.T. Salon, Inc.  Prior to working for Clyde he worked for the Texas Department of Transportation for 9 years.  Hagan and his wife Kasi have two children, Kalli and Will.

Merkel is a Type A General Law City with a council-manager form of government, where the manager reports to the City Council and the council votes on the manager's recommendations.

The City Manager ensures that all City services are delivered in an efficient and cost-effective manner.

City Secretary --- Gwen Wetsel

The City Secretary is an officer of the City and is responsible for the preservation of city records, attending and accurately recording the minutes of all regular and special meetings. The City Secretary is the custodian of all official records of the City. The City Secretary’s office conducts municipal elections in accordance with local and state law.
